Description:
According to Ken Cope's "American Wrench Makers 1830-1930," this patent, parallel patent no. 845,717 and Miller's May 14, 1907 patent (no. 853,930) were used for ratchet / socket sets like the one shown in picture #182 in "Antique and Unusual Wrenches," by Schulzes.

In this patent, the ratchet pawl is contained within the handle, which is set radially to the ratchet head, and the interior of the ratchet has a spring to hold the "stems" of sockets, extensions, etc.

Contemporary advertisements show the ratchet as a component of Miller's "SILVER METAL" Combination Wrench and Drill set.
