Description:
Two-part tool forming a wire twister for fence wires. The specifications note it could be used in conjunction with a second "tongs" or pliers to steady the wires being twisted together.

A known example is marked with the patent date. Reports of his exhibits at successive Ohio State Fairs, his ads for the RATCHET WIRE SPLICER in farm trade journals, and his 1904 patent 755,542 place Probasco at Lebanon, OH.
