"VELOX" and 'RAPID" - 1922 ad (FLICKR)
Description:
"The present invention relates to a wrench or spanner of the roundheaded type with adjustable jaw, and consists in the provision of a locking element for the adjustable jaw in the form of a wedge fitted in a recess in the head so as to support the jaw by bearing against its wedge-shaped guide- bar. The wedge is spring-pressed and can be adjusted longitudinally from the outside for releasing the jaw.'

Most likely produced in Germany; known examples marked "VELOX" correspond to 1921 Günther Wilde (Munich) and 1922 Wolfe & Elias Ltd (Johannesburg, South Africa) ads which also show another Schäfer quick-adjust design - "RAPID."

The ads name sales agents rather than manufacturer.

The "VELOX" patent history (multiple European patents) is laid out in end-note 21 of Ron Geesin's THE ADJUSTABLE SPANNER, vol. 2.

See also DE-340985, etc.

Most known examples have the "releasing /locking wedge" tip extending outside the frame, as noted in the 1922 ad in the 2nd image for this entry, rather than having the "catch" shown in the patent drawing.

Note: Some machine translations will transliterate Schäfer into Schaefer.
