The pliers action handle closes an opening around one of the strands, and the teeth "grab" in one direction, which allows for ratchet action. The patent is an evolution from Limpus' prior patent (no. 2,566,133). The size of a known example suggests it was designed to work with smooth wire such as found in "woven wire" fencing rather than double strand barbed wire.
