Description:

In the report of the Commissioner of Patents regarding the application for extension, it quotes the patent examiner: "Its importance and value are not questioned... the superiority of Woodman's drill over others is manifest only under certain limitations... the machine is undoubtedly valuable in its adaptation to work in confined spaces." Woodman apparently assigned a half interest in the patent to McKenney, who afterward transferred his interest to Hardy, whom the examiner suspects of owning the entire right for the extended term." But the commissioner disagreed with the examiner and ruled that, based on the evidence, Woodman still held at least a half interest in the extension and therefore he had standing to apply for the extension, which was granted.
