Identified as a wire-working / fence tool, with hammer polls on the "outer curve" of both jaws. Appears as "Gore's Staple Puller" in the 1891 Hibbard, Spencer & Bartlett general catalog. Some examples marked L.F. FAUST, SAN ANTONIO, TEX / PAT MAY 8, 1888 (sic).

One of these appeared in a Martin J. Donnelly auction.
