The tool resembles a pliers; the movable jaw slides in the frame in a fashion similar to a screw-adjust wrench. The swinging handle disengages from the movable jaw at its "fully open" position to allow the jaw to be shifted, and has a movement limit stop to prevent pinching fingers.
The patent date is mis-marked on the tool.
