The handle is a "breaker bar" for a socket wrench. A spring-tensioned splined section allows for "free rotation" when the spring is compressed.
A reported 1/2 inch drive example is marked "5457 PROTO MFD. U.S.A.” // “U.S. PAT. No. 2671367 PAT. Canada 1954”. It appears as "ROTAHEAD" hinge handle in a 1956 PROTO catalog.
