The shoe button hook and shoe horn components are connected by a metal tab and rivet. A visual review of "antique shoe button hook / shoe horn" does not bring up an example matching this construction.

J.L. Sommer Mfg. Co. (incorporated in 1910) was a major source of household gadgets / advertising specialty items.
