Description:
The patent describes the use of a lever, spring-positioned pawl, and rack teeth as adjusting means for wrenches, vises, etc. In the vise form, alternate provision is made for a movable loop to hold the handle in the "closed" position.

The specifications note an April 1899 patent application in the British Colony of Victoria.
