Description:
The patented feature is a motion stop to insure the wire cutter notches align properly. The stop is a peg and wire sector between the pliers halves.

A known pliers marked KEEN KUTTER with partially obliterated patent marking appears to match this patent; although pat. no. 667,411 (Vaughan & Bushnell Mfg. Co) issued Febr. 5, 1901 is another possibility.
