A hook on the main body and swinging hooks are the belt-tightening features of this combination tool. It was designed to tighten the belts on the canvas apron on grain binders. The space between the two swinging hooks is for the buckle tongue. The wrench openings would be sized to match nuts and bolts used on the machine.
