This was a very early tenoner patent. The design was manufactured for many years by Fay & Fisher. Josiah Fay was the older brother of J. A. Fay, and Fisher is believed to be a brother of Josiah's wife. The patent was witnessed by one Jacob Fisher, Jr.; that might be the Fisher who was Fay's partner.
