| The wire on the reel is for fastening fence wire to posts; the primary function of the tool is a fencing pliers including wire cutters, with wrench, screwdriver, nail claw, etc. An example pictured in the Smith's "Collectors Guide for Fencing Tools" does not have the wire spool carrying spindle.
Stoolfire's earlier "pliers" patent (no. 651,896) had a slightly different primary focus.
