Description:
The device has a hook to engage a post and can also be used between posts to pull wire ends together for splicing.

Bolon displayed his wire stretcher at the 1896 Iowa State Fair. A subsequent refinement (pat. no. 642,074 granted Jan. 30, 1900) appears as a tool marked R.C. BOLON PAT'D.
