ATOMIC GLASKIN MANUFACTURING PAT. SEPT. 27, 1949.

"A handle may be passed through the ring to increase the leverage." The specifications describe how the tool can be used to stretch and twist wire, to straighten bent staples, and to drive and pull staples and nails. The ring and side wire slots resemble the "Birch" wire stretcher based on patent no. 390,556.
