Description:
The pliers-like tool has a fixed jaw and a jaw with a rotating insert. Both jaws have similarly shaped grooves to accomodate a smooth fence wire. Each notch has a groove to fit one leg of a "U"-shaped fence barb, and the the rotary insert has a crank handle to wrap the barb around the wire.
