Description:
Yet another lever-locked head patent. This one is actually pretty nice and simple, using an eccentric cam bearing directly on the arm.

This patent drawing also features a couple of different methods of mounting a cutting wheel, but neither of these show up in the claims. My guess is that the inventor originally claimed these, but the claims were rejected.
