Description:
The clips in question are spring clips for fastening paper or cloth. The specifications refer to pat. no. 430,331, issued June 17, 1890.

The pliers-like implement in this patent is closed by spring pressure, and opened by squeezing the handles. The jaws are formed with inward-facing "hooks" to engage the spring clips.
