Description:
Handle insulation of rubber coating over a non-conducting vitreous layer (as patented by Casey in pat. no. 409,097).

The drawing shows this double layer coating applied to side-cutter flat jaw pliers. The handles have ridges to retain the non-conducting coatings, and end knobs to give extra purchase for the hands.
